JR Tower Observation Deck T38

JR Tower Observation Deck T38 is Sapporo's most convenient viewpoint, an indoor 360-degree observation floor on the 38th floor of JR Tower, directly above Sapporo Station. It is worth visiting if you want a guaranteed, weather-proof city view without leaving the station complex, whether you have twenty minutes between trains or want a relaxed sunset stop before dinner. Most visitors spend 30 to 60 minutes here, enough time to walk the full glass perimeter, take photos, and stop at the on-deck cafe.

The tower opened in 2003 as Hokkaido's tallest building at the time, and T38 has served as its dedicated public observation deck ever since. At roughly 160 meters up, floor-to-ceiling windows run the entire perimeter of the floor, putting Sapporo Station's platforms directly below and the downtown grid toward Odori Park and the TV Tower in full view. On clear days, Mount Moiwa, Mount Teine, and the surrounding Ishikari Plain are visible in the distance.

T'CAFE sits on the deck itself, serving drinks and light food with a view, and rotating art installations line the walkway. A glass-walled restroom with its own view is one of the deck's most photographed novelties. Tickets are sold same-day at the reception desk with no reservation required, so a visit can be as spontaneous as stepping off a train.

Sapporo has three other well-known viewpoints: Mount Moiwa, Sapporo TV Tower, and Okurayama Ski Jump Stadium. T38 is not trying to be the most dramatic of the four. Mount Moiwa offers a forested mountain setting reached by ropeway and is the strongest choice for a dedicated night-view outing. Sapporo TV Tower gives a quick deck visit paired naturally with an Odori Park walk. Okurayama combines its view with a working ski-jump venue and Olympic history. T38's advantage is different: it is indoor, reliable regardless of wind or snow, priced lower than Moiwa's round-trip ropeway fare, and impossible to beat for convenience if you are already at Sapporo Station.

Being fully indoor and climate-controlled, T38 works in any season and is a dependable backup when Mount Moiwa's ropeway is suspended for weather. Winter visitors get a snow-covered rooftop panorama, while summer offers the clearest long-distance visibility. Either way, T38 rewards a flexible approach: check the weather before heading up, and aim for late afternoon into sunset if you want to see the city transition from daylight to night lights in a single visit.
